WebExDeath is considered to be the better version of Golbez. Try comparing Golbez to any of the lower tier mages and see how he comes out (ie. anyone but Kefka, Terra, and ExDeath). Cecil, as mentioned before, is "high tier" because of buffs he gets in the future. His 6* form is very good, and having a tank of his magnitude becomes very handy.
